Whiting Street Improvements
As part of the Tampa Hillsborough Expressway Authority’s efforts to enhance mobility and connectivity in Downtown Tampa, KCA is serving as the lead designer for the Whiting Street Improvements project. The project builds upon a Project Development and Environment (PD&E) Study completed in 2024 that evaluated transportation needs, costs, and potential impacts associated with improving connections from THEA’s Selmon Expressway corridor to the Channel District east of Meridian Avenue and south toward Port Tampa and Water Street Tampa.
In coordination with the City of Tampa, the study identified a preferred alternative that extends Whiting Street to Meridian Avenue. This alternative includes reconfiguring the eastbound Selmon Expressway exit ramp to Florida Avenue by removing the existing direct connection to Channelside Drive, as well as widening the Selmon Expressway to accommodate a new eastbound exit ramp to Whiting Street. The proposed improvements require new bridge structures over Morgan Street, Brorein Street, and Jefferson Street, along with supporting surface street modifications, including realignment of THEA’s Selmon Expressway entrance ramp at Jefferson Street.
KCA’s design for Whiting Street focuses on enhancing traffic operations, safety, and multimodal connectivity. Improvements include new signalized intersections at the Selmon Expressway exit ramp, Brush Street, and Meridian Avenue, along with a complete street typical section that incorporates a bi-directional, two-way cycle track separated by a raised buffer. Ten-foot-wide sidewalks are provided on both sides of the roadway, with direct connections to THEA’s Selmon Greenway and the Meridian Greenway Trail network, creating a safer and more accessible corridor for motorists, pedestrians, and bicyclists alike.
