Tampa Westshore Interchange (TWI) Phased Design-Build (PDB)
The TWI PDB project encompasses Sections 4 and 5 of the Tampa Bay Next (TBNext) program. The selected alternative was advanced from Concept through the Innovation Phase to improve safety, operations, and efficiency of the I-275/SR 60 interchange and the Westshore District. The project will deliver congestion relief by enhancing accessibility, mobility, and travel times; add capacity and regional connectivity through new general-purpose lanes, accommodations for future express lanes, and direct-connect ramps; and improve local street connectivity for three local roads while expanding the sidewalk and shared-use path network. Additional elements include aesthetic treatments to minimize construction impacts and enhance community integration, preservation of a future transit corridor within the I-275 median, and strategies to reduce disruption for project stakeholders and the traveling public.
KCA serves as a major subconsultant to WSP, the prime design consultant, providing environmental permitting and compliance services; project-wide signing and pavement marking (S&PM) design (temporary and permanent); and miscellaneous structures design for all temporary and permanent ground-mounted and overhead signs. KCA is also responsible for roadway, drainage, bridge, and wall design for much of the I-275 segment, associated ramps, and local through streets, totaling 3.8 miles, one bridge culvert, six bridges, nine mechanically stabilized earth (MSE) walls, four signalized intersections, and temporary drainage and wall systems for maintenance of traffic (MOT). In addition, KCA’s full-time project manager provides administrative support to WSP, serves as a design and construction work package manager, and delivers contractor estimator and bid support throughout the project.
