PD&E Group 22-1 (SR 20)
The purpose of the SR 20 project was to improve hurricane evacuation capacity and provide an enhanced regional east-west corridor. The limits extend from SR 79 to US 231 in Washington and Bay Counties. SR 20 is an evacuation route and is classified as a rural principal arterial. The existing facility is a two-lane undivided roadway with 12-foot travel lanes and 8 to 12-foot stabilized (5-foot paved) shoulders. We evaluated a four-lane divided roadway to provide the needed evacuation capacity. Given the natural context, heavy truck use, and 55 mph speed limit, the typical section included a 40-foot median, 12-foot travel lanes, and flush 10-foot (5-foot paved) outside shoulders. We evaluated enhancing pedestrian and bicycle accommodations in proximity of the existing trail segments and near the SR 79, SR 77, and US 231 intersections.
KCA led the extensive public involvement efforts. Our virtual workshop was an effective format to inform the public and obtain their ideas. We are proud of the positive feedback we received from our client. A Public Hearing was conducted to comply with NEPA and FDOT District One standards. Documentation was sent to FDOT OEM for review and approval to maintain eligibility for federal funding.
