Superior Construction and KCA teamed up to deliver design and construction solutions for this PDB project, which was initiated in response to significant erosion caused by a previous storm and the need to protect the corridor from future storm impacts. Project efforts focused on reinforcing a 13-mile stretch of coastline through the design and construction of two innovative, fiberglass-reinforced secant retaining walls. These buried seawalls were designed to prevent further erosion during storm events, provide long-term corrosion resistance, and ensure the roadway remains functional and resilient for decades.

The project also included rehabilitation and reconstruction of portions of the A1A travel lanes, along with restoration of the affected beaches and dunes using additional sand to return the area to pre-storm conditions while minimizing environmental impacts to this popular tourist destination.

KCA was responsible for public outreach and coordination with the U.S. Army Corps of Engineers (USACE) and the Florida Department of Environmental Protection (FDEP) throughout the design and construction process. The team prioritized environmental protection and strict compliance with regulatory requirements. For example, KCA’s environmental engineers identified and protected sea turtle nests on adjacent beaches, which were cordoned off during construction. This emergency procurement approach allowed construction to begin with an initial design while additional project features continued to be
