KCA was one of the nine firms selected by the NC Department of Public Safety Division of Emergency Management (NCEM) to provide engineering support to property owners with reestablishing access across Western North Carolina. The work is part of the North Carolina’s Disaster Recovery Act of 2025. KCA’s work on the program to date consists of field screening more than 400 sites submitted by private property owners across multiple counties, qualifying repairs as reimbursable per program guidelines, coordinating repairs with NCEM and FEMA, quantity and cost estimating repair needs in ArcGIS enabled Survey 123 and Field Maps, developing replacement and repair designs, permitting, construction support, program management, and the development of design guidelines. The total program is currently funded at approximately $175 million. The KCA team was selected in March 2025 and began work in May 2025.
