Comprehensive Planning Services Backed by Decades of Experience

KCA has more than three decades of experience delivering Project Development and Environment (PD&E), Project Development and Environmental Analysis (PDEA), feasibility, and route studies for federal, state, and local clients. Since our first PD&E project in the 1990s, we’ve built a proven track record of helping agencies define project needs, evaluate alternatives, and advance projects into design and construction.

Our planners and environmental specialists are highly experienced in National Environmental Policy Act (NEPA), PDEA, and state environmental requirements. Whether supporting a small project requiring basic environmental permits or managing complex, federally regulated initiatives, we prepare clear environmental assessments and documentation that meet all regulatory standards.

We also offer a full range of technical analyses that support the PD&E/PDEA processes. Our team ensures accurate collection, organization, and maintenance of environmental records, which reduce risk and streamline review.

KCA has prepared documentation under the oversight of numerous federal partners, including Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), U.S. Fish and Wildlife Services (USFWS), National Marine Fisheries Service (NMFS), U.S. Army Corps of Engineering (USACE), and the U.S. Department of Defense (DoD).
