City of Raleigh, NC – Owner’s Advisor for Alternative Delivery
KCA was recently selected by the City of Raleigh Transportation Department to lead the development of an alternative delivery program. KCA will assist the City by strategizing on the administration of alternative delivery methods, infrastructure project selection for design-build packages to be advertised, while supporting project initiation including developing requests for qualifications, and documenting the legality of the program in keeping with NC General Statutes Section 143. KCA is currently under contract, and is beginning the development of a bundle of projects. The early works by KCA will include field reviews and project screenings, feasibility studies, budgeting, development of risk registers, design-build appropriateness memorandum, and proposed schedules. KCA will also be responsible for outreach to interested contractors and engineers in promoting the development of the program to industry, followed by the implementation and advertisement of specific projects as the Owner’s Advisor. This project is being managed by Sam Cullum, PE, with Deputy PM Stephen Roberts (VIAS). This partnership has proven successful, and demonstrates KCA’s willingness in teaming to form the best team for our clients.
Status: Task Work Order 1 set to begin, with the delivery of two multi-model bridges in an urban section of North Raleigh.
